The VFP COM Server is not registered. Probably, you did not run VFP 9 with
explicit Administrator rights when running the VFX - Silverlight Wizard.
You can register the COM server manually. Run a DOS prompt with explicit
Administrator rights! Change to the folder
VfxDataLayer.Web\VFPCOMDomainService below of the solution. Run
regsvr32 LighttestCOMDomainService.dll
